The International Civil Aviation Organisation (ICAO) has well established international standards and recommended practices (SARPS) for the Airport Rescue and Firefighting Service (ARFFS) whereby a contracted state sets its own national standards based on ICAO SARPS with some additional requirements added to suit that specific country.
Irrespective of geography or cultural differences there is a clear requirement for each state to demonstrate to ICAO that it is complying with its national requirements and to satisfy itself that its ARFFS:
- Receives appropriate initial and ongoing training and assessment;
- Can accurately evidence this to a fine level of detail;
- Can demonstrate ongoing compliance monitoring of the above which is independent of any regulator’s oversight requirements.
The Redkite Competence Management System provides records, reports and functions to facilitate these requirements and we are pleased to introduce a new Compliance Management oversight service.
With vast experience in developing Task and Resource Analysis, Training Needs Analysis and Maintenance of Competence Schemes, Total Compliance Management Ltd can offer a forensic level of analysis of all aspects of ARFFS training and assessment requirements.
The service will help existing Redkite Competence Management System clients optimise the benefits of the system and will also demonstrate to potential users the benefits that can be derived from using a well tried and tested recording system.

External Oversight
Total Compliance Management Ltd has national and international regulatory experience in auditing and inspecting ARFFS sites from initial certification to ongoing oversight activities.
Quality Control
A quality control system, utilising the Redkite System platform will be introduced, monitored and then audited against the necessary standards.
Analysis of Training
With vast experience in developing Task and Resource Analysis, Training Needs Analysis and Maintenance of Competence Schemes, Total Compliance Management Ltd can offer a forensic level of analysis of all aspects of ARFFS training and assessment requirements.
Audit and Inspection Report
Each visit would be followed up with a “regulator style” full audit report against national and/or international requirements.
Recommendations
Total Compliance Management Ltd will offer a series of recommendations to the client based on minimum requirements, international best practices, and a project plan of timelines and workstreams to address any areas of concern, or those areas which require further development.

Jason Ivey, the founder of Total Compliance Management Ltd, has held senior positions at numerous UK airports including Manchester Airport and Gatwick Airport, where he was the Chief Fire Officer. Jason was also a Fire Service Inspector for the UK Civil Aviation Authority with responsibility for auditing and inspecting all types of aerodromes within the UK including Heathrow, Gatwick and Stansted Airports. Jason also served as Chairman of the Airport Fire Officers Association (AFOA) for several years.
More recently, Jason was Head of Aerodromes for the Qatar Civil Aviation Authority (QCAA where he was responsible for introducing new regulations based on EASA requirements and conducting regulatory oversight of Hamad and Doha International Airports
Jason recently undertook an audit and inspection of both Changi and Seletar Airports in Singapore ahead of their Aerodrome License re-certification by the Civil Aviation Authority of Singapore and received the following comment:
‘During his recent audit of Changi Airport, Jason was able to approach the specialised firefighting subject matter with much thought and a sound understanding of how an operational ARFFS unit operates. He provided a fair and accurate assessment of this audit,’
